Plan Year 2023 Open Enrollment Notice

Open Enrollment begins October 11, 2022 and ends at 5 pm on November 4, 2022

The Office of Human Resources is pleased to announce that this year’s Open Enrollment for State of Maryland (SOM) health benefits will be online using State Personnel System (SPS)  Workday beginning October 11 through November 4, 2022 at 5 pm.  During this time, eligible faculty and staff can enroll in and/or make changes to their Health Benefits for an effective date of January 1, 2023. Employees will receive alerts about Open Enrollment from the SOM via the SPS Workday system.

Faculty and staff currently enrolled in SOM health benefits, and others eligible for Open Enrollment for the 2023 Plan Year, will conduct Open Enrollment through SPS Workday. This system allows faculty and staff to access, enroll in, and manage benefits through one online portal. Employees are encouraged to review the attached document “Complete Open Enrollment Elections”, before the start of Open Enrollment. This reference guide provides step by step instructions regarding Open Enrollment.

You Must Take Action If …

  • You want to enroll for the first time, change plans, or change coverage levels for 2023.
  • You wish to participate or continue to participate in a Flexible Spending Account (FSA) for 2023. The IRS requires all flexible spending account participants to re-enroll in these plans every year. If you wish to continue these plan(s), be sure to make your elections for the 2023 Plan Year by the Nov. 4, 2022 deadline
  • IMPORTANT – When adding a new or re-enrolled dependent, the State of Maryland requires dependent verification documentation is attached to your enrollment election. Dependents added without the correct documentation will be removed from coverage prior to the new plan year. Dependents who are dis-enrolled remain ineligible unless they experience a qualified family status change or until the next Open Enrollment period.     • Newly added dependents are dependents that have never been covered in the current or any prior year
    • Re-enrolled dependents” are dependents that were covered at one time in the past but haven’t been insured under the State of Maryland plan since January 2019 

If you are not making any changes or DO NOT want to enroll in a Flexible Spending Account (FSA), your current coverage will rollover to 2023.  

Open Enrollment information WILL NOT be mailed to faculty and staff.  The 2023 Benefits Guide, 2023 Rates and other important information will only be accessible online. Employees can access information regarding the 2023 Plan Year using the links below:
